How To Report

Not sure what kind of behaviour should be reported?

Here are a few examples:

  • Sexual harassment, e.g.: unconsented sexual contact, repeated jokes or suggestive observations about someone’s appearance or sexual condition

  • Moral harassment, e.g.: repeated verbal attacks or other acts with the goal of humiliating, isolating or reducing someone’s self-esteem

  • Bullying

  • Discrimination, i.e., unfair treatment of different categories of people

Please keep in mind

Reporting something that happened to you can be a difficult path, and the outcome may not always be satisfactory. If you’re considering reporting something, please be mindful of the following:

  1. Take care of yourself first.
  2. Make sure you have a support network.

Here is an overview of the different options we describe below:



Internal options

Important note

Técnico is a public institution, and is therefore subject to a law that regulates the right to access public information (Lei n.º 26/2016, de 22 de agosto).

Even though this law protects access to sensitive information, once a complaint or report has been formalized, it is possible that anyone directly implicated (including the person against whom the complaint is submitted) is granted the right to access these documents, which may include your identity.

Provedoria do Ensino (Ombud for Education)

The Ombud for Education’s function is to mediate conflicts between students, between students and professors, or between students and any other member of Técnico. The Ombud may also conduct hearings and investigations related to received reports, and they can make recommendations for appropriate measures to the bodies that have the power to take them.

The current Ombud for Education is Prof. Raquel Barros. The Ombud can be contacted confidentially via provedoria.ensino@tecnico.ulisboa.pt.

Note that there is also a Provedoria dos Profissionais (Ombud for Professionals), which concerns conflicts between anyone who has a working relationship with Técnico. More information here.

  • Schedule informal meeting

    You can schedule a meeting to discuss your situation with the Ombud confidentially. A complaint will not be filed unless you say so.

  • Submit formal complaint (via spoken testimony, e-mail or letter)

    You can contact the Ombud and submit a formal complaint, by reporting what happened. Your identity and any other details will be treated confidentially. You will receive a response from the Ombud within 10 working days.

President of Instituto Superior Técnico

This is the only entity at Técnico with the power to take punitive action against a member of Técnico (upon consultation with the Conselho de Gestão). Once the President receives a report, they may dismiss the complaint, start an investigation (processo de inquérito), or impose sanctions (processo disciplinar).

  • Submit formal complaint (via letter)

    You can report what happened in a letter addressed to the President of Instituto Superior Técnico, and submit it to the Conselho de Gestão secretariat. The letter must include information about the sender (person or group), in particular the contact details. You will receive a response from the President within 10 working days.



External options

University of Lisbon (ULisboa)

This is the broader university that Instituto Superior Técnico belongs to.

  • Whistleblowing Channel

    You can submit a complaint, anonymously or not, concerning any institution under ULisboa (including Técnico) through this specific page.

    Note that you will need to install the TOR browser to submit your complaint anonymously.

Inspeção Geral da Educação e Ciência (IGEC)

National body that audits science and education institutions. They receive complaints and may take disciplinary action.

Comissão para a Igualdade no Trabalho e no Emprego (CITE)

A government commission whose main mission is to promote gender equality in the workplace. They can analyze complaints and emit recommendations. Besides this, they offer legal support and mediation services.

Associação de Apoio à Vítima (APAV)

APAV is a non-governmental organization that aims to protect and support victims of crimes (or legally punishable acts). APAV offers victims access to psychological and legal expertise.

    Call the free support hotline 116 006 (working days from 08:00 to 22:00) to receive guidance and support.
